This has got to be the stupidest decoy ever… Of course the safe word isn’t ever going to be made public. You can just imagine a victim under duress saying that magic word and voila… more trouble than before.
Take for instance if Alan Turing had returned a simple encoded hello back to the Germans during WW2. Not a pretty picture.
