Excuse me for being dumb and not too bright on the subject matter, but…

Critical Question seems logical to ask  –

Ain’t it counterproductive  and a dis- incentive to be green and economic friendly instead of only having 1 person per vehicle driving around?

Seems to me that there should be a reward mechanism to encourage more people per car/truck for being conscious enough to  drive around instead of taxes, tolls and pain of more inefficient  wasted work to pay the bills!

At least  bring up the minimum  number of people per vehicle in HOV Lanes or tax, toll, ticket them to death.
