I would add to the argument on the necessity of retaining data on innocent people that governments DO NOT CONSIDER THREATS longer than is necessary. A definite period of time that personal data must be expunged everywhere.
On security threats deemed necessary to retain, a case must be made where doubt exists and a real threat can be extrapolated based on past history.
Otherwise it is just conjecture and then everyone falls into tgreat categories by definition.
