Get LAWYERS to start hashing out details ftom both sides and coming up with a common goal in the public’s interest.

Publish it in news media and make minor adjustments when something obvious isn’t working out.

Stop crying out loud of a lost season.  Better to straighten out this mess once and for all or risk all permanently !
