Good thinking.   Program should be available to everyone who feel the need to purchase it,  regardless of risk.   Obviously historical weather data plays a role in premiums,  but due to rapid localized climate change conditions,  a database model with fast risk assessment should carry the day.   Public information on flood risk is to be made available so that those seeking information can make informed decisions on a case by case basis.

Insurance risks statistics should be made public so as to premium rates. Both sides – consumers and companies evaluate and then decide if options are feasible and in their own best interests.
