Okay bad enough that this happened. But really the fault of the system, NOT JUST HERE IN CALGARY, BUT EVERYWHERE WHERE THIS HAPPENS, is the level of multiple enablers who misdirects and consciously redirects people who are assualted and harrassed at work whether they work in the public service or private companies.
The systematic culture of denial and bullying of the accuser typically is to make them discreditable in the eyes of the law and courts.
In this case, the culprit clearly exhibited signs of aggression it seems on a level that was tolerated and encouraged from management as enablers of a done deed repeated.
This is not the City of Calgary’s fault. These are adult employees who by conscious choice decided to continue with intolerable situations that clearly violated human rights. The City like so many others have clear policies and rules concerning these issues.
It just has to SPELL IT OUT LOUD SO THE MESSAGE GETS ACROSS TO IT’S EMPLOYEES. THIS IS NO DIFFERENT THAN BULLYING IN THE SCHOOL YARD, EXCEPT THAN EMPLOYEES ARE USING THE CITY AS A SHIELD TO PROTECT THEMSELVES.
