Every person in retirement homes are at risk especially during night hours as reduced staff to client ratios makes it a near certainty that all cannot be helped in the event of an emergency.

First Responders and Fire departments can only do so much and are not to blame.

Case in Point – 9/11… being an exceptional case, nonetheless still valid as an example.
