Generally it’s helpful to a certain extent.
However, you are right – if people know they’ll err on side of the law and conduct themselves leaning towards respecting them.
That said, fair is fair.
How about people using drones themselves and flying them over say NSA, CSIS, CSE, RCMP CIA HEADQUARTERS ????
Medicine well taken when openly directed tends to work best.
