Simple really. Current drug use (legal or especially illicit) and administering an antagonistic designer chemical targeting lungs.

Surfactant would do it. Renders the lungs incapable of their flexibility to function freely in terms of contraction/expansion and application of stress in the form of heat and pressure would break blood vessels causing open vulnerable sites for bacteria and viruses to gain footholds for infections.
