I would venture that the Main Reason(Intent & purpose) of the Senate was the repository(ie – database) of Conscience and Moral Reflection to make ABSOLUTELY sure that CANON LAW was respected and above all adjusted if needed because of exceptional circumstances.

Think of it as A GOOD SECOND LOOK IN A MIRROR to see if you could Dance to Life in a way that allowed you room to breath without suffocation. In other words, no extraneous need for surreptitious Big Brother laws and intrusive breeches of indi iduals freedoms by doing the right things First !
