If the red part in my drawing is 18mm, even we upgrade our part to 38mm, we still get 18mm water flow. The upgrade makes no difference, as shown in red color in the attached drawing.
Do you think we should remain 18mm on our part?

The water service from the house and the watermain between the curb stop and the City main watermain should not be different. Therefore, if you have 19 mm service that should be same for that red pipe you are referring to.

I have revised my drawing and attached to this email.
I am trying to find out if the pipe in red in my drawing is not less than 38mm.
If it is, even after we increase our side to 38mm we won’t have more water flow to the house.

Ok, my understating is you have already a water service to the address 1317 Fernwood. The red water service you are referring to should be the same as what is at the house connection. Therefore, I don’t believe it would be bigger than 38 mm. Usually, all the water service to the residential houses are 19 mm. Hope this answered your question. Thanks.

However my question still remains un-answered. I have contacted a few départements but no one could give a straight answer.
Attachment is the picture to show my question: Is the city’s incoming water line bigger than 1.5 inch?
Reason that I ask:
I renovated a house at Queensdale Ave. Inspector Pete Lebrun required us to upgrade water line from ¾ to 1 inch. After we replaced all existing pipes with 1 inch copper in the house and were ready to dig outside, another department from the city told us we were already at the maximum and the city did not provide anything larger than ¾. This is due to lack of communication between city’s departments. The inspector was from Cornwall and did not know well about Gloucester area.
To avoid the same misunderstanding, could I please have a confirmation on the size of the red pipe in the attached picture?
Or could any department please confirm the pipe in red is bigger than 1.5 inch? Or tell me who to ask?

The watermain on Fernwood is 150mm in diameter. Hopefully this answered your question?
@Lamer, Kevin, this address already has a permit in place, we are just in the process of reviewing it. I have spoken with Jason already and informed him that a servicing plan is required a part of his building permit application.

Regarding water permit at 1317 Fernwood Drive, Ottawa: we are required to upgrade the water service from ¾ to 1.5 inch.
Before we proceed, may I ask who I should email to confirm the city’s public side water service maximum size?
The reason I want to confirm is that we had another property which was required by inspector, Pete Lebrun, to upgrade from ¾ inch copper pipe to 1 inch copper pipe but after we replaced all indoor pipes the city told us we were at the maximum size and the city would not install anything bigger. Green texts below are the email conversation.
I just want to avoid the same problem.

Pete Lebrun, the inspector, is fully licensed. After reviewing our plan and in-person site inspection, he has made the statement that we need 1 inch service.

Our records show the water service on the public side is a 15mm (5/8”), and the City would not be installing a new service on the public side. If you did want an upsized service installed on public, you will need to send Kelsey a Servicing Plan detailing the proposed works that is prepared by a licensed P. Eng. or C.E.T. for review and approval.

The homeowner should find a contractor first, and work through the process with them. When the contractor is ready, they will submit through Ontario One Call for locates wo they know where the water is, along with any other utilities that may be in the work area.
