There should be no restrictions or impediments whatsoever given that students become the next generation society depends upon.
A deficit of quality education becomes another handicap and another failure with dire consequences when situations such as now when people and especially leaders are unable to govern due to financial equity when required.
My suggestion is to set an amount or range and stick to it with little conditions for all types of educational situations, barring exceptional circumstances.
