In my opinion… for what it’s worth…
Install a second outer pipeline surrounding the first primary oil pipelines to contain spills… cameras, sensors, alarms and containment tanks to minimize oil from reaching and impacting the environment.
Who pays for it ???
The sucker’s who absolutely must have the pipelines….
AND
If it impacts anyone by negative impact, from mismanagement and stupid self interest before people, animals and the environment is impacted…
ONE HELL OF A FINE AND LOSS OF OWNERSHIP… TRANSFERED TO OTHERS…
I’m not advocating OIL use… but it will still be around for a good while before other more intelligent environmental energies take hold.
