Your requirements to fill out forms and obtain Revenue Canada Notice of Assessment forms for monthly transit passes does not cut the mustard.

Revise your requirements so that people on Alberta Works or similar low income programs are eligible for subsidized low monthly transit passes.

As it stands with the current requirements your minimum baseline standards penalize those looking either for work or public transit at the cost of social penalties for those who are unable or unwilling to submit to income tax filling or be in contact with the Federal Government for tax purposes.

Let’s be clear the 2 are not inter-dependent and are totally separate issues. Transportation is based on clear precise low income criteria.

As it stands, you are in clearly not using logical accounting. If Alberat Works or similar legal agencies are helping low income earners get back on their feet, then that is clear legal justification under law to use as proof of income.

Ditto for any other municipal jusdication across Canada who uses the same criteria.
