That plan sounds alot like eugenics doesn’t it ???
Rather it’s obvious that smokers in particular and to a lesser degree obesity because of greater chances of genetic inheritance costs the health care system. It also has an effect on patient care in the sense that queues for service and wait lists increase thereby denying other patients who don’t smoke or have health issues unrelated to obesity being denied timely care in a manner that could potentially impact their quality of Life and have the issue become life and death matters.
In my opinion it is best if smokers in particular, but also people who are morbidly obese, be challenged and asked to pay more for health care services they need just like drivers on the road who are insured based on their conduct and safety records.
I don’t think it’s too much to ask people who are aware and make wrong choices to impact others who at the very least change their health habits being conscious of the fact that their lives are at stake.
Arguably, you could apply this to a whole range of other health issues that people don’t observe. However the question is have you made it public information campaigns, made people aware of the repercussions of poor choices and pointed the way??? If not then the exercise once again becomes one of social conditioning vs social engineering ! And that my friends is what we have too much of – engineering to profit the 1 percent by the use of subtle coercion and punitive measures in the name of the law and God for the greater good of saving 1 soul on earth.
