I guess you could always sue the City of Ottawa for harassment and civil damages for lost business from preventing potential clients from calling you.

Here’s a more effective method to return the favor. Call 311 and the City of Ottawa about 100 times a day and ask stupid questions. And if enough people call, well lines will be tied up and they won’t look exactly pretty.

By the time they figure out that there are people who are willing to return the favor, they’ll stop the harassment.
